U2719DC, USB-C Issue, Wireless Mouse/Keyboard
Im using a Lenovo Yoga 720 and using its USB-C Port to connect it with Dell U2719DC Monitor via USB-C -> USB-C. I use two Downstream USB Ports of the Monitor for my Wireless Mouse and Keyboard USB dongles. But i have 2 Problems with that:
1. When i turn on my laptop first and after that i turn on the monitor i get a picture displayed on the monitor via USB-C but my inputs Keyboard/Mouse are not recognized. Only powering the Monitor Off and On helps to recognize my mouse and keyboard. (sometimes takes two or three attempts) . The otherway arround it works fine e.g. powering the monitor first and then the laptop. This behaviour is reproducable 100% of the time. Is this working as intended? Because i thought the USB-C should send the inputs of mouse and keyboard no matter what device is powered on first. Also it is incosistent with its altmode for displayport which works everytime no matter what device is powered on first. Is there a way to fix this? I dont want to mind which device i have to power on first to work properly.
2. The mouse keeps losing the connection after the monitor runs roughly 1 or 2 minutes. The connection loss is short like 1 second but it is bugging me really. When I plug in the USB mouse dongle directly in my laptop the mouse works flawlessly also i have not had any trouble before with the mouse. What could cause this behaviour and is there a way to fix this?
I have installed the USB-C Monitor Driver from:
https://www.dell.com/support/home/is/en/isbsdt1/drivers/driversdetails?driverId=5M0PJ&osCode=WT64A&productCode=dell-u2719dc-monitor
But the driver didnt help.
Is there any way if i can check if the USB Port-C of the monitor is defect regarding connected peripherals?
I bought the monitor primarly for this feature and it does not work for me as i expected it to work. Im really happy so far with the picture as backlight bleeding is pretty much non existant on this model which is extraordniary nice.
My Revision is A01 and was manufactured September 2018.

Removing the checkbox for "Allow the computer to turn off this device to save power" was the solution.
Thanks a lot for this. I am a newbie when it comes to Laptops.
And if the handshake regarding peripheral transmitters work one way than that's fine with me at least I know this is works as designed. Just one note though, I am getting the picture both ways.
Turning on monitor first and then laptop gives me a picture.
Turning on laptop first and then monitor gives me a picture as well.
It just doesn't work both ways with my peripherals.
Anyways happy new year and thanks a lot for help!!

Click my DELL-username and via private message, send me the monitor service tag number.
All monitors should be on or in a "on" power save state before the PC is turned on. The PC is responsible for initiating the USB Type-C handshake to the monitor. If the monitor is off, and you turn the PC on, the USB Type-C handshake fails. The PC does not automatically re-initiate that USB-C handshake to the monitor, so no picture.
The mouse and keyboard transmitters should be plugged into the rear USB downstream ports.
* Open the Device Manager
* Open Universal Serial Bus controllers
* Right click each/every USB device
* Click Properties
* If listed, click the Power Management tab
* Remove the check from, "Allow the computer to turn off this device to save power"
* Click OK
