The SP3 (Surface Pro 3) must be plugged into its 36w power supply. The fact that you are only getting 1920x1080 means that DVI-D to mDP (mini DisplayPort) is only working at single link, not dual link. The U3014 has a full size DP . So use the Dell 05VX0 DP to mDP cable that shipped in the U3014 box.
