That video is of the Windows desktop. We need to see a video showing the issue while running its stand alone Built-in Diagnostics, page 64. This test removes the PC, video card, operating system, and drivers from the troubleshooting equation. If the issue is not seen during the stand alone Built-in Diagnostics, the monitor itself is functional.
Also, something is odd about that Express Service Code/Service Tag. Click my name and private message me the following = * Did you purchase this U3417W directly from Dell? If not, from whom and when?

Hi Chris,
As stated this also happens in diagnostic mode.
Also in searching mode with nothing plugged jn, plugged into a MacBook or plugged into my desktop with any of the ports (DP, mDP and HDMI)
Based on this it should be a monitor issue
