Unrecognizable characters replace min, max and close buttons

Question

Recently some of the buttons and text size in several programs have changed. The min., max., and closed buttons have characters that resemble a '0', '1' and 'x' respectively. All dropdown arrows have become what looks like a 6. Up arrows resemble 5, left 3 and right 4. In addition, the text in the address bar in IE has become extremely small. I have contacted Dell Support and they keep trying to get me to go to resolution, refresh, etc. Have reinstalled video adapter. It's not a problem, for example, with the text like I'm writing in this post. It's in the parts of the screen that I don't seem to have any control over. I'm using Windows ME and Dell E770s Monitor.

The problem is not the monitor. It sounds like some kind of active x control issues in Windows. Post this question in the Operating System Forums.
