UP3216Q, Panel issue with border around screen
I've got an issue with a Dell UP3216Q monitor. I have a border around the edges of the panel when switched on. It's a light white colour and it is noticable on all around. At the top of the screen, there looks to be rectangular blocks of ghosting. (see image). Very unusual as the monitor was perfect one day and not the next. It's out of warranty in November 2018, which is very frustrating. I have tried resetting the monitor. Any help appreciated.

To log this case, click my DELL-name and private message me the following information =
UP3216Q Service Tag number
Your shipping address, phone number, and email address
* Turn the UP3216Q off
* Disconnect every cable (including the power cable) from the rear and side of the monitor
* If a mechanical monitor power button, press the button in for 8 seconds (clears any residual power in the circuits). If not a mechanical power button, just wait 8 seconds
* Reconnect only the UP3216Q power cable
* Do you see the issue when running the (disconnected from video card cabling) Built-in Diagnostics, page 47?
- If yes, the UP3216Q is faulty
- If no, the fault is either the cabling, video card, driver, or operating system
