The Dell policy concerning the internal FSM (Factory Service Menu) is this; If you break the monitor by making some change in the FSM, the remaining purchased warranty is voided. So tell me why you need to enter the FSM? is there a specific issue with your UP3216Q that you think the FSM could solve?
I got it to work. It requires an active display connection. I was trying to do it while PC was in Standby mode so turning this monitor off wouldn't move resize all my windows to my much smaller 2nd monitor.
I just wanted to check the usage hours since I bought the monitor from a co-worker. No other reason and very careful not to touch anything. I filled out the ownership transfer forms over the weekend.

Good job figuring that out. It never occurred to me to ask if the PC was in an active state. Will keep that in mind for future troubleshooting.
