Figured out that I had hosts file on storage nodes and server node wrong. Didn't have to change it from default as long as DNS worked correctly (which it does in our environment). This caused "localhost" issues which caused rpc issues in return. Mystery solved.
The new daemon, nsrsnmd, provides an RPC-based service to manage all of the device operations that the nsrmmd process handles on behalf of the nsrd process on the NetWorker server. This daemon Is automatically invoked by nsrd asrequired, ensuring that the necessary device operations are actually performed when needed by nsrd. Only one nsrsnmd service is run on each storage node with configured and enabled
devices.
Is your test environment is an upgraded environment from 7.6.x or it is a new installation environment for NetWorker 8 ? You have before some devices configured already or this is the first time to configure devices in the environment ?
If it is a new installation environment , i thinking in re-installing NetWorker again on the storage node , if it is upgraded one from 7.6.x, you should upgrade the Storage node firstly then the Server.

It is a new install of 8.0.0.4. I have so far installed storage node on two different linux boxes with same results.

We have faced the same issue while configuring secondary DD to remote Storage node to use for CCR.
wizard get hold indicating and finally failed "waiting for networker media services to start media service".
As per above, indications, i have checked the DNS end to end and no any issue identified on DNS. Networker is v9.0.0 and DD OS version was 5.7
