Probably because your user at your host is not listed on admin list of NW as such.

I don't think it has to do with windows sp at all. At the end of the day, it is also pretty much useless for daily operations so you could easily ignore it.

Have a look at this article that explains how to fix this:
Cannot make modifications to the Local Hosts section in Configuration window
I seem to recall that this doesn't work in some circumstances, so let us know if it doesn't work and I'll have a look in more detail.
