To completely reset to defaults, use a paperclip to push the "managed mode" button. Hold the button for 30 seconds. wait about 3 minutes for the switch to reset and come up in unmanaged mode. push and hold the managed mode button again for 30 seconds. wait about 3 minutes for the switch to come up in managed mode. Now try again.
Default IP address is 192.168.2.1. Try pinging this address before accessing via web. Make sure PC is directly connected and on 192.168.2.x network.
Another thing to note is the duplex of your connection. I have seen management issues on this switch if there is a half duplex connection to the management pc. A half duplex connection can result from the management pc not having autonegotiation set.
I have a number of these and the 2808 switches. Same kind of issues, even opened the top on the out of warranty switches. There is no battery for memory retention nor any jumper in the 2708's to reset. What I have found is to reset state (from managed to non managed), power down, power up repeatedly can revive the unreachable units most of the time. Sometimes as much as 3 'cycles' of this are needed to get it back to factory 192.168.2.1 state.
I've had the experience of trying to set a private address of 10.x.x.x/24 (a 255.255.255.0 subnet) on a couple of my 2708s. In order for the IP address not to be initially rejected, set the subnet to 255.0.0.0 (a "/8"). Log in to the new management IP address, then tighten up the subnet to a /24.

I tried the sequence with the paper clip, but I did not put the connected PC on to the 192.168.2.x network when I tried to connect before.
