Did you recently reinstall Windows? If so, did you install the chipset drivers before attempting to install any other drivers? Make sure the chipset drivers are installed, then install the drivers for your integrated ethernet controller.

All drivers, including the chipset drivers and the network drivers, can be downloaded from the following site:
http://support.dell.com/support/downloads/devices.aspx?c=us&cs=19&l=en&s=dhs&SystemID=INS_PNT_P4_5150&os=WW1&osl=EN

I downloaded this file R66367 and it tells me that this is a self-extracting zip file and is part of a multidisk zip file. Please insert the last disk of the set. Where do i get the last set? If i try to zip anyway it sat one or more files were not unzipped. error code 110.

You have a bad download. Try downloading it again.

Once the chipset drivers are installed, did you install the drivers for the network adapter? The order has to be - chipset drivers first, then the drivers for all other devices. If you did not do in this order, then you can try removing the devices in Device Manager, rebooting and reinstall the drivers for the network adapter, video adapter, audio adapter, etc. If that doesn't work then you may have to start all over, reinstalling Windows, installing the chipset drivers before attempting to install any other device drivers, then installing the drivers for all other devices.

It looks like you did not download the correct chipset drivers for your system (it doesn't matter which version of Windows XP you are running, but you do need to have the correct drivers for your motherboard). Try the correct ones from the following site:
http://support.dell.com/support/downloads/download.aspx?c=us&cs=19&l=en&s=dhs&releaseid=R58370&SystemID=INS_PNT_P4_5150&os=WW1&osl=en&deviceid=1134&devlib=0&typecnt=1&vercnt=1&formatcnt=1&fileid=70519
