What computer? What Os?

If your Reinstall was XP you have to reload drivers in a certain order. See here

Open Device manage and make sure that there are now devices listed with a ? or X by them

Does the adapter show up in Device manager under network adapters.

Have to also ask are you 100% sure that is the make of your adapter.

While it doesn't address the lack of internet, the data light for the NIC on an 8250 is amber (flashing) and the link light is either amber for a 100Mbps connection and green for 10Mbps.

It could be.  If you are getting a link light, and you know the cable and other end is good, that leaves the NIC itself, a firewall, or the configuration of the NIC.

Device Manager, properties for the network adapter, Advanced tab, and check the settings.
