Accessing email by internet

Hello,  I have a new problem that started, I think, after a crash and reinstallment of Windows XP.  We have always been able to access our outlook express mail via the RCN Wemail page.  Now the only messages that go into any box on webmail are ones I send to myself.  I am mystified as is RCN who says all is well with my address etc.  Any advice would be greatly appreciated.
