Does the window's title provide any hints about what application that is?

thnx jim
no it doesn't say which application but seems to be anything i download from web including windows updates, norton security updates, java updates-it did allow a couple of downloads but way more often than not-does not initialize-i really don't understand when it tells me to restart computer, and i do,it doesn't initialize because windows is shutting down-doesn't restart require shutting down-dell support sent me to microsoft support site which said this occurs when you logon then logoff right away which is not what i'm doing plus the fact that windows came installed on computer so i need to contact manufacturer-microsoft support site s#$%s and more i read in this forum more scared i get that this is going to end up a very expensive life lesson-thnx for any help

Check in the application event log and see if there's more information about that message. Here's a description of the XP event viewer.
Did the problem begin suddenly? If it did, do you recall any changes that were made to the system right before it began? Is your anti-virus software active and up to date? Have you checked the system for the presence of malware using Ad-Aware and Spybot, as described in this article?
Note that you may be able to recover by using XP's "System Restore" to bring the system back to a state before the problem began. It would be better, though, to try to identify and remove the cause of the problem.
