You don't give us much information on what you have tried, so I hope I am not wasting our time by stating the obvious.   Assuming you have Windows XP, open Network Connections, right click the connection on which you want to assign a static IP address, and select Properties.  find the Internet Protocol (TCP/IP), select it, then click on the Properties button.   Select the option to "Use the following IP address, then type in the IP address you want to use, the Subnet Mask, and the Default Gateway.  Ok your way out.

sorry to be so silly,
 
the os on my dell inspiron 6400 is windows vista home basic - 32 bit.
i've tried the normal process of assigning the ip, but when i ping to that ip it shows not reachable,

What is the DHCP scope of your router?  By that I mean, what is the range of addresses it is set to offer?  Typically, 192.168.1.100-254
 
Your address can be anywhere is tha range is that is the scope.
 
You will need to assign the Address, SubNet mask, Gateway Adddress, DNS server addresses.
