Well, this is an international disfunction ! I post the same problem under 'Inspiron8600 and modem' and I'm still waiting about an answer !!! What do you mean by 'fix' the modem ?
No, this problem has not been fixed.... I've gone through several rounds of 'help' from Dell Technical Support - everything you read in the papers about the problems with Dell outsourcing their help centers to India is TRUE. The only 'help' that I received were emailed links to their online support documentation on "How to connect your modem to the phoneline" and "Why no modem can really connect at 56K".
After beating my head against the wall with tech support people that had no comprehension of the problem, they finally decided to send me a replacement modem - when the modem arrived it was just that, a modem card and nothing else. No instructions about contacting a service tech to have it installed, no self-installation instructions, NOTHING. This was especially annoying since they didn't replace it with the same BCM modem, they sent me a Conexant D480 MDC v.92 modem (slightly difficult to download the drivers for your new modem without a working modem...)
Connection speeds are still slow, but the Conexant connects at 33.6kbps which is better than the BCM. I borrowed a Xircom PCMCIA modem from a friend and it will connect at v.90 AND downloads at 44kbps... Since these modems are much cheaper than the therapy bills from dealing with Dell, I am going that route.
Dell can write me off as a repeat customer, it is unfortunate that they choose not to stand behind their product and treat their customers so poorly.
You will not void the warranty on the modem swap, but I have an inspiron 5100 that was orginally configured with a Conexant modem and it went out after 3 months of factory install. Dell shipped me a Broadcom modem for me to install and said it would not void the warranty for the customer to swap the modem. The problem is... the modem shows up in the Device Manager as just a PCI modem and the drivers will not install to use the modem. How in the world did you even get yours to work in the first place?
Thanks ProfKodi, I did all that several times... we are still with modem and no drivers. This is definitely frustrating. I can't imagine anything I've missed.
Well, I have tried your Init-String, but it doesn't work for me ! I'm always connecting at 37,2 kb/s with my internal modem. I'm gonna loose my head....
Hi, I don't know if this will sort out your problem, but the following initialisation string sorted mine. I got it from my ISP. Go into the advanced section of your modem properties and enter in the 'extra initialization commands' box... at+ms=v34. Hope this helps.
Well, with your init string, the best I can have is 40kb/s . Nothing great. I have send many email to DELL but nothing is moving. This is my last Dell computer that I buy ! I have fixed my problem by buying a PCMCIA modem 56k.
hi, my init string puts the modem back of default V92 to V90. V92 is not supported here by PSTN. With V90 I always reach 52 to 54K by means of an analog channel of a ISDN DEVICE. And..., that is already amusingly with the DELL modem and also the support lacking of DELL!

When I test the modem by AT command AT+GMM my intern modem return H.324 video-ready rev. 1.0. When I do the same on my external modem I get V90.
What about you ?

Try this:
1. Go to device manager and uninstall the modem DO NOT REBOOT
2. Go to the Add/Remove Hardware and uninstall any modem software.
3. Go to Control Panel and Remove any modems showing up there
4. Now install the Broadcom software
5. Reboot your computer and look to see if the new hardware is recognized as a BCM
or check in the Device Manager for BCM modem
