Bluetooth BT360 Issues

I am having several issues with bluetooth on a new laptop. I have a Precision M4300 with Dell 360 Bluetooth and XP/SP2 (NOT downgraded from Vista).
 
On November 7th I was able to connect my phone via bluetooth. However, since that time I have not been able to connect my phone nor ever been able to fully connect my Palm TX (it communicates but never fully connects - I can connect both phone and PDA to other computers/BT devices).
 
I also noticed that the bluetooth applet does not appear in the control panel (I do see Bluetooth Local COM which is only the COM utility). Running "bthprops.cpl" does absolutely nothing.
 
The Bluetooth icon is appearing in my system tray.
 
Add/Remove programs indicates the Toshiba Bluetooth Stacker has not been used since 11/07 - I'm not sure but that doesn't sound right.
 
I un-installed and re-installed the driver but that didn't help. I've tried system restore back to the 7th but for whatever reason Windows is unable to restore back to then.
 
Anyone have any ideas? Should the bluetooth applet show in the control panel? Should the stacker show use since the 7th?
 
If any other info would help let me know and I'll post it.

Well, I'd double check and make sure that the bluetooth adapter is recognized under Network Adapters in the Device Manager (right click on My Computer, go to Properties, Hardware, then Device manager.) If it's there, try right clicking on it, uninstalling the driver, rebooting Windows and then reinstalling with the driver from support.dell.com. You'll have to reassociate your devices again afterwards, but it might just fix it for you.

If not, http://support.microsoft.com/kb/883259 is a wonderful resource, you could read through that and try anything that seems appropriate.

I've uninstalled and reinstalled to no avail (the device is recognized under the hardware profiles). I'm not sure what you mean by reassociate though.

Now that I'm thinking about this, the bluetooth on the machine works - it can find other devices, etc. - but I have trouble actually connecting them. I think it might be some of the settings. However, as I mentioned the bluetooth applet does not show up in the control panel. Is there any reason that wouldn't be there?

After some searching I found a forum where a user was having the same trouble and another asked if BT services were started up correctly via Computer Management | Services.
 
Out of curiosity I checked and BT services are not started up (nor listed) under services.
So, the question is how do I get it added/started up correctly?

Hi,

 

I am having the same problem (bluetooth not working after vista to xp downgrade). The link seems to be expired can anyone point me the modded BT.inf file for Dell bluetooth 360 and the instructions..
