Bluetooth Dial-Up

I have an Inspiron 8600 w/bluetooth and a Motorola v600 phone.  I am trying to create a dial-up connection to my ISP.  I have paired the phone and it dials the access number, but a connection is not completed.  I always get this message: Error 678: The remote computer did not respond.  The ISP answers the phone no problem if I dial it manually and I have checked the userID and password.  Any ideas?  Do I need any special software to do this?  I thought the phone just simply acts as a modem.
