Obsolete driver would be my first guess.

Driver would be my guess as well.
Also, are you sure the "network cable unplugged" is related to your bluetooth.

Don't know if this will help or not. The function of the BTTray.exe is to provide a System tray icon which shows the status of a BlueTooth wireless module. Most systems with such a module installed can enable/disable the module. The system tray icon changes from blue/white to blue/red when the module is turned off. It also allows access to explore bluetooth places, setup wizard, advanced configuration, quick connect and shutdown device.

Was the adapter provided with a driver?

Thanks for the input...the dongle did come with a driver, and everything worked just fine on my previous machine. I've seen that Windows XP service pack 2 has some problems with the bluetooth thing, but have not come across any sort of fix. I'm sure about the cable unplugged being bluetooth, as it says that when I hover over the icon. I am not able to send things from my bluetooth phone to my PC, as I was able to before (on the old one).

any ideas? I did try looking on the manufacturer's website for software or driver updates, but had no luck.

I guess I would uninstall, reboot and try re-installing. (Make certain to disable your virus software during the installation.) Then reboot, after boot is complete plug in the adaptor,  and see if it is picked up this time.
 
If I'm not mistaken bluetooth only broadcasts afor a second or two out of each minute so you may need to plug it in a wait for a couple of mintes for the handshake.
 
BTW, What is the make and model number of the adaptor?
 
Is the USB HID showing up in system properties?
 
Is there a little reset button on the adaptor you have to press to find the device (like a cordless mouse)?
 
Lastly, new one's are rather inexpensive at Wal-Mart   ;-)

The bluetooth device may stop working when upgrading xp.
Dell has a driver that fixes this:
