Bluetooth Error

I have an Inspiron 8600 with internal BlueTooth.
 
I have never used the BlueTooth before.  I tried to enable it today, by going to the SystemTray icon and clicking the "Open Bluetooth Settings" option.
 
From there, I choose the "Options" tab and check the box labeled "Turn discovery on".
 
When I attempt to click OK or Apply, I get the following error:
"An error occurred while Windows was saving your settings.  The following settings were not saved:
Discoverability settings
Connection settings"
 
Anyone have an idea as to how to fix this?

I just wanted to update my posting by saying that in the Bluetooth Configuration popup, under the Hardware tab, it tells me "The selected device is stopped.  To start the device, in the Windows system tray, right-click the Bluetooth icon and then select Start the Bluetooth Device from the pop-up menu."

However, I have no "Start the Bluetooth Device" option.

No Events found!
