Bluetooth File Transfer Stuck - Can't Use Bluetooth Any More

I have a Dell Inspiron 5320 all-in-one running Win7. Attempted a Bluetooth file transfer to a Samsung Galaxy Y phone. The phone did not receive the file. After pairing, the file is stuck in the file transfer queue.

I can't Bluetooth anything to any device now, because the original file is first in the queue. It will not respond to the CANCEL button. I can't delete it.  I deleted the SGY from the computer's recognized Bluetooth devices and turned off the router for a few moments, hoping that that would clear the stuck file out of the Bluetooth queue. It did not.

I have Googled this issue and can't find any information. Any assistance is appreciated.
