I am having the same problem on my Inspiron 15 5000. The Bluetooth was working fine a couple days ago, but when I disconnected my headphones this problem arose. I've tried everything on this thread a few times, I've even reset my entire laptop and tried everything again. I could get an external driver, but I feel like that would be a waste of money to get for a month old laptop that should already have the function.
I just spent an hour with Dell Tech Support. The Bluetooth NIC card is working. I did uninstall the driver and reinstall it. Not a hardware issue they say it's a Windows10 ver 2004 issue and I should reinstall the OS, not going to happen!!! Useless excuse. Getting tired of Dell Tech Support BS
My BT keyboard and mouse just stopped working today, and my last W10 update was on 10/14
1) October 13, 2020-KB4578968 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 , version 20H2
2) October 13, 2020—KB4579311 (OS Build 19041.572)
Not sure if I should restore the OS to 10/14 or not as automatic windows update will just overwrite it again!?
Dell Tech suggested I do I did a system restore back to the last update on 10/14. It did not fix the problem, Bluetooth switch is still not available to turn on so my BT keyboard and mouse are turned off as well.
In Device Manager this is the culprit, there is no separate listed for Bluetooth....
Unknown USB Device(Windows has stopped this device because it has reported problems). (Code 43) Driver Publisher: Microsoft Driver Date: 6/21/2006 Driver Version: 10.0.19041.488 A request for the USB device descriptor failed.
Definitely a driver error, but there is no update to this, MS says it's the most current driver.
This is the latest BT driver from dell, released Oct 9, 2020, the last version was Sept 9, 2020...

Welcome to Dell computers. I've had this and similar Bluetooth problems repeatedly. Everything works fine, then Dell or Microsoft update something and Bluetooth disappears entirely. Microsoft tells me I don't even have an adapter and I should buy one. I literally spend hours on this, get it fixed, and then three or 4 months later it's gone again.
I don't know why this is so fragile on Dell computers. I've never had the problem on competitor machines.
As of today I'm just going to have to give up on Bluetooth entirely I guess. It's not worth the time.
I've updated drivers, rolled back drivers, restored to earlier dates, tried every trick I can find on the web for Dell Bluetooth complaints. Sometimes some random thing works, sometimes it doesn't. This is not a valid use hours of my time.
I too have given up, the only solution Dell offered was to reinstall Windows 10 and that ain't happening.
I bought a Logitech BT keyboard and mouse from Dell to use with a brand new Dell desktop. Worked at first, died in one month, Dell replaced the BT network card, worked another month. The BT network card is fine but the Windows 10 driver shows error 43 and can't talk to the card.
Fortunately the Logitech keyboard also came with a usb unifying adapter and I just bought another $20 usb mouse. Problem solved and I have no intention of wasting another moment trying to get the BT switch to "reappear"
Four months later, I just had the same problem again. I went through the regular trouble shooting steps, but none of them helped. Then, I reinstalled that update from the 19th of August and that fixed the problem (again).
I'm pretty sure that the failure of the driver was somehow caused by Discord.
I had my Alienware since early 2019. I first encountered this BT issue in Jul2019.
The problem got auto fixed by one dell firmware upgrade two month later until it died again.
I tried the driver update, registry, and win10 reinstallation (as Dell support told me to). Nothing worked.
I finally gave up on Dell and purchased a USB Bluetooth dongle.
Your method was the only one that actually WORKED!!!
Apparently there is something messing with the Dell BIOS.

That fixed the bluetooth issue for me."

I have seen too many different ways to find out and the solution to this typical problem while the settings can be done with sound cards
While on the other side the android settings can also help us a lot.
