It is possible that the 'driver file' that you tried installing may be corrupt. Please share the following details: - The link of the Bluetooth driver on 'Dell Support website' that you tried installing - Please share the operating system installed in the computer (Windows 7/8 and the make 32/64 bit) - Have you tried installing the driver using an alternate browser? If not, try doing it - Try installing any other 'program/driver' to see if yo experience a similar issue; or does it show up only with 'Bluetooth'
Windows Installer is a 'Microsoft service' that supports 'installation and un-installation' of 'Windows programs' In the mean while, you may try the following steps to see if they work for you:
1. If you experience issues related to 'Windows installer' service, you may want to re-register this service to see if that works. - Click the 'Start icon' and type 'run' and tap (If 'Windows 8' is installed, switch to 'Desktop mode' and start typing) - Type 'Msiexec /unregister' in the empty 'run box' and click 'OK' (Click Yes if prompted with a user access control message) - Now, type 'Msiexec /regserver' in the empty 'run box' and click 'OK' - Restart the laptop and check if that works now
2. If the issue persists, try using the 'System File Checker tool' (SFC.exe) to see if that detects and fixes the issue: - Click 'Start icon', click 'All Programs', click 'Accessories', right-click 'Command Prompt', and then click 'Run as administrator'. If you are prompted for an administrator password or for a confirmation, type the password, or click 'Allow' - At the command prompt, type ' sfc /scannow' (without quotations); and tap < Enter > - The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions - Restart the laptop and check if you still face the issue
3. If the issue still persists, you may want to try the following 'Microsoft Fixit' for repairs of 'Windows installer service':http://bit.ly/XzbtVV Click 'Download' and follow the on-screen instructions to see if the issue is fixed
If you still experience issues despite trying the above mentioned steps, you may have to try 'factory restore' also.

'Right click 'Computer', click 'Manage' and click 'Device Manager' to access the 'Device Manager' page
Locate and expand category 'Bluetooth Radios'; If not listed under 'Bluetooth Radios', please expand 'Network Adapters' category
Please capture the details of 'Bluetooth Card' installed in the system (Note if any yellow/exclamation mark' is present besides it)

win-7/64 bit....no problem is only with bluetooth driver....
