cannot connect to the internet

I have a inspiron 1100. I have recently reinstalled windows xp onto my computer because the driver was bombarded with useless information. I connect to the internet through a modem that does not require a username or a password. Usually, when the adapter is connected to the computer, I am connected to the internet but this time I am not. How do I get connected onto the internet?
