Cannot remove paired bluetooth devices on XPS 13 Win 10

I sent my XPS 13 laptop (Win 10)  to dell for a repair (new motherboard).  When it came back, my Dell bluetooth keyboard and mouse show up as paired, but they do not work, and I cannot remove either device in the bluetooth settings. Says Remove failed. I did all Windows updates and restarted.  Even set BIOS to defaults.  No good.  Help?
