Can't browse Network Connection folder

Question

When I double click on the 'Network Connection' folder, it does nothing. Therefore, I can not change my network settings. This used to do it intermittently and a reboot would fix it. Now, the reboots won't even work.

I enabled the windows firewall and that took care of the problem.  It's obviously some bug.  I shouldn't have to turn on windows firewall to get access to my network properties.

No dice. The problem came back after a subsequent reboot.
