Can't use usb modem

I've using Dell studio 1555 with vista bundle in. After i received my win 7 upgrade dvd, i've done an upgrade.

Currently i can't use my phone as a modem anymore.

I even can't use huawei modem, but this modem works well at windows but not dell branded.
