If by "doesn't start up" you mean it doesn't turn on when you plug it in then you have a defective modem.
If you mean it starts up (lights come on POST occurs) but doesn't connect you need to contact your cable Internet provider and provide the details of the new device.
In my case at least my Internet was tied to the MAC address of the ISP provided modem. When I bought my own they had to change the device ID on their side.
FYI if the device model you provided is correct and it connects to your computer/network via ethernet no "modem drivers" are required. It's platform independent. If you had a working ethernet adapter for your old modem it will work with this one.
