Chipset Error with Inspiron 6400

I reformatted my hd and reloaded the xp os. I tried to load he chipset first, the one for this system and i get an error that the install cannot find a file.  usb*.sys.  I called into tech support twice and chatted twice and it's has been a waste of my time.  They are sending me a CD with the same file I have.  I am not sure what to do.  Without the chipset loaded right, nothing else loads correctly.  I've re-formatted and reinstalled xp 5 times now!  I have installed dozens of systems thru the years and never seen anything like this!  I have to be up and running on Monday AM, as I work from home.  Any help anyone can give me would be great!

The correct install sequence is (1) Install the Operating System (2) Install the chipset drivers (3) install device drivers.  Are you doing it in this sequence.
 
The only chipset drivers listed on the Dell downloads is this   Click Me
 
By the way, you've posted in the Networking/Internet section of the forum and this section has nothing to do with your issue.  The Portable section is for support on laptops.
 
If you have more questions, post on the Portable section of the forum for better and faster support.

Weird.  I thought I did post in the portable section. 
 
I did install in that sequence and still had problems.

Installed XP Home
Tried to install the chipset. 
 
No good.

On this particular system you need to install the Notebook System Software first before the Chipset. Earlier systems do the chipset first. The NSS has the USB driver and other drivers needed. Once you do that you should be able to install the chipset.
