My first suspicion is that you're antivirus software is scanning whatever you download, slowing your computer down tremendously. Your antivirus software shouldn't be having such a major impact on your system's performance though. Could you please open up Task Manager next time you download something at such speeds and see which process uses the most CPU resources, then please post the results here. As for your ethernet card, I doubt that is the problem.
Your first guess was right, i was using kaspersky and it was literally scanning every little thing, and i couldnt turn down its settings without feeling unsafe. I bought ESET Smart Suite, which is ten times better.
