If you can connect through a neighbors wireless network that rules out a general software problem.  To further help troubleshoot this problem, go to Start > Run and type cmd then click OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

Oh, but I can access the internet through a neighbors internet router. I just don't understand.

It still won't access the web page, but says the connection is strong.

I asked to connect with a wired connection - what does "the connection is strong" have to do with a wired connection?

As a troubleshooting step, see if you can connect with a wired ethernet connection.  Report back what you find.

The ipconfig output shows that your wireless network card is either not turned on or is not enabled.   Try using the Fn F2 key combination to toggle the wireless radio on and off.  Go to Network Connections, right click your wireless connection and make sure it is enabled.
