Forget the CD.  Connect a computer to the router using a wired ethernet connection.  Then, open a web browser and type http://192.168.2.1 into the Address bar.  This will open the web based configuration utility.  To see how to use it, consult the user guide that came with the router for the Web Based Configuration Utility.  Unfortunately, Dell still has not placed the user guide for this model on their web site, so you will have to dig yours out.

So I connected the computer to the router and the router to the modem.  The local area connection status became limited or no connectivity.  So I was not able to open a web browser.

Opening a web browser has nothing to do with how or what you are connected to.  Just click on the Internet Explorer icon to open the web browser.  Once the web browser is open, type http://192.168.2.1 into the address bar (the line where you enter an internet address) then click Go.  A page should open asking for the username and password of the router.  The default username and password are admin and admin, unless you changed it.

Make sure that you connected the Comcast modem to the Internet port at the back of the router and the computer to the LAN ports labeled 1, 2, 3 and 4. If limited/no connectivity then reset router by pressing reset button at the back for 30 seconds then restart the computer.
