Confusing and Difficult Wifi issue

I have a Dell Inspiron One 2020, and, I have been frustratingly trying to figure out what is the cause of this problem is, and so far have been unsuccessful. I am at a friends house, and while I've been here, my download speeds and internet speed has been maxing at 800 kbps, but his speed, on his laptop that's usually right next to mine, runs at the full 10 MBps. It has nothing to do with placement of the computers and signal, it has nothing to do with viruses. At a different friends house, my internet ran perfectly fine at the same good speeds as his. I'll call the bad internet friends house, house A, and the one I go to occasionally that works fine, House B. I went to House B one day and the internet ran fine, I went back to House A, and I was running at full 10 MBps for a whole day, I thought the problem was fixed. I log on the next day, it's back to 800kbps max. Something is limiting my personal internet speed. I don't understand it, Dell support driver detection is saying I don't need any drivers either.
