For what it's worth, I was able to get RIS to work when using the contents of the Drivers\WinXP\v6.64 directory. I did have to follow the instructions at http://www.broadcom.com/support/faq_drivers.php#80. Those are:

Hi,
I had a similar problem on a D600.
I resolved it by downloading the latest drivers from Dell extract the files using Winzip and you should have a dat1.cab file.
Extract all the files (including the w2k ones) except the executable into your OEM folder as previously and also into the i386 directory.
And then it worked.
