Download speeds can be affected by various points in the network.  The download site's server is one big bottleneck  (I have a 3 megabit cable connection but when I download updates from Nero it is almost like I have a dial-up line).  The download site's internet link can be another bottleneck as can many points in the network, including your local link.

256Kb DSL is the lowest and (cheapest) DSL link.  You may want to opt for a higher speed service for better internet operations.

Added  go to http://performance.toast.net/   you can run a speed test for your link.  Try the different ones listed as you will get different results with different links (which are in different parts of the country).  Try them at different parts of the day and you will also see the speed will vary.

the problem isnt the internet connection its the downloading transfer rate and it happens in every website i download from. it dosnt start slow it starts high & quickly dwindles down to around 15kbps

What model PC and Operating System.  Also how much memory (RAM) do you have?  And are you connecting via the Ethernet or USB?

i have a dimension desktop w/ 256 RAM and 6.3 GB of memory left im using the ethernet cable
