Dell Dimension 5100: IE Will Not Work

Good afternoon and Happy New Year.  I have a Dell 5100 that was purchsed new form Dell several years ago.  I recenty changed the anti-virus and firewall software and in the process apparently picked-up a virus(s) or malware issue.  I have fun the new security suite and the unit appears to be clean and functioning well enough.  But, I still cannot get IE to work.  The diagnostic indicates the problems are with:

HTTP Port 80

HTTPS Port 443

FTP Port 21

I have a Bilben router to support a wireless Netbook used in the home.

I would appreciate any insight and/or guidance.

The first thing I would check for is browser add-ons that might have been installed by the virus/malware that are somehow affecting how the browser sends/receives traffic. In IE, click Tools > Manage Add Ons. Go through each of the categories and disable any that you're not familiar with to see if the situation improves. Trying them one at a time is good idea, so you know which one is the culprit.
