Hi MisterJT,
Welcome to the Community.
I understand that you have accidentally uninstalled the Dell WLAN utility on your computer.
In Windows vista and windows 7 platforms the Wireless is managed by the Operating system itself.
The WLAN utility is just an additional feature where popups come up to get connected to a network.
So if the utility is uninstalled the Windows 7 operating system will take care of your Wireless. If you have problems where you do not find the wireless connection in the computer please try reinstalling the Wireless card drivers on your computer.
I have added you has friend so please reply back to me in private message with the service tag so that I could tell you which wireless drivers to be installed
Thanks & Regards

markraeburn,
When you reinstalled the operating system, did you install the Desktop/Notebook system software and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order
Start with the Desktop/Notebook system software and the chipset drivers and follow the list.

markraeburn,
Drivers should be on the drivers disk that came with the computer.
