After reinstalling Windows XP, did you install the chipset drivers as the first drivers installed after reinstalling Windows?  Until the chipset drivers are installed, Windows will not be able to recognize or install drivers for any device integrated on the motherboard, like the ethernet drivers.

Assuming that you really have a 4550 (Dell never made a 4450), the chipset drivers can be downloaded from:

http://support.dell.com/support/downloads/download.aspx?c=us&cs=19&l=en&s=dhs&releaseid=R47822&SystemID=DIM_PNT_P4_4550&os=WW1&osl=en&deviceid=3268&devlib=0&typecnt=1&vercnt=1&formatcnt=1&fileid=56457

and the integrated network adapter drivers can be downloaded from:

http://support.dell.com/support/downloads/type.aspx?c=us&cs=19&l=en&s=dhs&SystemID=DIM_PNT_P4_4550&os=WW1&osl=en&deviceid=2834
