I assume you physically removed the old modem.

I recall seeing some mention of a utility to clean the registry of all references to a USR modem. Anyone remember where that can be found?

I suspected you might not be using Win98, but it's the only removal tool I could find.

Try clearing the NVRAM.  Possibly the NVRAM is still showing the old modem as being installed which in turn is telling Windows to load the drivers for it.  By clearing the NVRAM you will force the BIOS to take a fresh inventory of all the installed hardware.  Here is how to clear the NVRAM on your model:

  1. Restart your computer.

  2. At the first text on the screen or at the Dell logo, press the key every three seconds until the message Entering Setup appears.
    The System Setup screen appears.

  3. Press the key, the key, and the key to light up all three lights on the keyboard.

  4. Press the and keys at the same time.
    The system will emit a beep tone to indicate that NVRAM has been cleared.

  5. Press the key, and then press the key to save the changes and reboot the system.

I was able to find the old modem in Device Manager and cleared it out.
