Problems with dial-up connections can be varied.  Some suggestions:

Double check your phone line connection.  Make sure the phone cord to your modem is plugged into the jack labeled "Line" or "Telco" or indicated by a phone jack icon. Try a replacement cord. Use a phone line that only has two wires rather than four.  This is easy to determine just by looking at the RJ11 connector on the end of the phone cord.

Disconnect any "line-powered" telephone handsets, as well as fax machines, or Telephone Answering Devices (TADs).  Do not plug extension phone into phone jack on modem.   Using a standard telephone (not cordless), pick up the handset and listen to the dial tone.  Is there any static or "white" noise.

You say that your server suggested you buy Windows XP.  I assume you mean your Internet Service Provider (ISP).  Typical answer of typical help desk.  Your error messages indicate the following:

Error 640  Unable to negotiate connection. If the telephone line is unusually noisy, the modem may not be able to negotiate a connection at a higher speed. Try setting your modem speed on the computer down to a lower speed such as 14400 bps. (14.4kbp) 


Error 645 Unable to complete dun connection request try again. This usually refers to the following components not being installed or configured incorrectly, winsock.dll and wsock32.dll.  Complete the Error fix for error 650. 


Error 650  
The computer you have dialed does not respond to a network request this means that you have no winsocks or they are corrupt. Reinstall Communications, this fixes the problem 50% of the time, sometimes does not reinstall wsock32.dll. In that case, you will get error 645. If you still get 645 or 650 manually extract files or call Microsoft. 

I assume you have up-to-date antivirus and antispyware software installed.  If not you can obtain AVG Free Antivirus and Ewido Free Antispyware from www.free.grisoft.com.  Excellent software.

If you decide to upgrade to XP, I would recommend that you upgrade your 4100 memory to 512Mb RAM.   I am posting this reply on a 4100 running XP.

Thank you for your response.  I've sorta figured it has something to do with my phone lines as we live in the country.  Very probable we may also have mouse damage to the wiring also.   We also have our satellite TV hooked up to the phone line along with two cordless phones.  I will run a new line and disconnect  everything and see how that works.

Got online the first try this morning!
