Difficulties creating a dial-up connection

Hi all,
I own an Inspiron 4150.I have recently reinstall my OS(WINDOWS XP HOME), and I have reinstalled all the drivers and updated my BIOS system. However, I cannot create an internet connection using dial-up, below are the errors I received while trying to create a new connection using different methods:

1)When I use Control Panel->Network and Internet Connections->Network Connections->Create a new connection, I have the New Connection Wizard, but I cannot select "Connect Using a dial-up modem".

2)When I use Explorer->Tools->Internet Options->Connections-> "Add", this message appears "Cannot load Remote Access Connection Manager. Error 711: A configuration error onthis computer is preventing this connection. For further assistance, click more info or search Help & Support Center for this error number."

Then I proceed on to start the Remote Access Connection Manager under Services, but I receive this message "Cannot start Remote Acess Connection Manager on Local Computer. Error 5: Access Denied"

3)I've checked the properties of my modem, it is attached to COM 5. But under Device Manager-> Ports, I have only a Communication Port COM1. Will this pose a problem?

P.S : The modem have passed all tests under Dell Modem Help, it is an internal modem already installed in my computer when I receive it(Actiontec MD56ORD V92 MDC Modem)

Thank you for your kind help!

jieqi,

Thank you for using the Dell Community Forum.

I found a web site that provides instructions on how to manually set up a modem connection.  You may also want to look at this site explaining various modem number errors.

Go here and read this the workaround is probably all you need  http://support.microsoft.com/default.aspx?scid=kb;%5bLN%5d;329441 Somebody else on the forum had the same error message and the workaround worked for him.

Thank you for your reply. The solution on the website requires me to download SP1 Windows XP in order to solve the problem, but I cannot even connect to the internet using the Inspiron 4150, how can I download and install directly?

You will have to navigate to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan\PPP\EAP and delete the folders numbered 25 & 26, then reboot and your problem will be fixed.

you don't have to download anytthing that is why I said the workaround it is in the middle of the page

That is great. That article can be confusing. Sorry I should have copied it to the thread instead of  just referring to it.
