Rather than a complete reinstall of Windows XP, try a Windows XP "Repair" option and see if that fixes the OS.  It's like installing XP but you select the Repair option. 

After you have Windows "repaired", reinstall the drivers for the Network card. 

The other problem with the startup is in the BIOS.  Try resetting the BIOS to the (factory) Default settings.
