Could be a poor quality modem or could well be poor quality phone line.  Have you had the phone company run a line check for noise/static, etc?  Any name brand modem (Dynex???) should be OK, in my opinion.  Here's an inexpensive US Robotics: http://www.newegg.com/Product/Product.asp?Item=N82E16825104143
