do I need pci modem drivers?

I replaced my hard drive.  Successfully loaded xp.  Had some problems with drivers, but loaded all but the pci modem driver.  It will not load and am advised to reload xp, which I did, but still couldn't load driver.  Don't want to reload all drivers again.  But do I need PCI modem driver if I never dial up?  Is there any downside?
