problem resolved - i posted elsewhere as problem resolved- mutiple fixes found in a variety of places were to no avail, i replaced the 1395 card and broadcom drivers with a ten dollar on ebay intel card and drivers, problem resolved.  i will never believe dell is not aware of this fix, the blogs/posts on this problem are legion throughout internet.  hours and hours of frustration that could have been resolved simply by a simple disclosure.  i would have happily bought the replacement card long ago.

After you install the operating system, the desktop/notebook utility and the chipset drivers need installed first. If they're not installed first, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order

 

After you get everything installed in the correct order, then try these tweaks...

 

 

Go to device manager(right click my computer, left click properties, left click hardware, left click device manager)


Go to the USB Controller section and click the + sign.


Go to each USB Root Hub and right click on it, left click properties, left click power management. Uncheck the box, allow computer to turn off this device to save power.


Restart your computer.

Click on Network and then right click on your wireless adapter, left click properties, power management. Uncheck the box, allow computer to turn off this device to save power.
