Erratic wifi speed with full reception?

I just bought a brand new Inspiron and connected to my wifi right out of the box no problem.....but the speed of the internet/email is unbelieveably slow.  Like 45seconds to load Yahoo!  At some points it is really quick though, but very erratic from what I've seen.  I have checked the wifi reception and it shows 'excellent' connections.  Downloads seem to be pretty quick, but surfing the web or email are slow.  My wireless router is one floor down from my workstation, and when I bring the laptop down to that floor it is lightning quick.  So why is it slower on the upper floor if I'm still at 'excellent' or 100% reception?  is there anything i can change on the laptop?  i don't want to move the wireless router but the laptop is essentially useless upstairs....help!

Im  my area I'm swamped with Access Points. Changing to 802.11N only at 5.2ghz fixed that. Do a browse available networks and you will likely see a lot  of them.
