Error 678 - Remote computer did not respond

I have a Dimension E310.  The Modem is a Conexant D850 56K v.9x DFVc.  I also have Windows XP.
 
This computer is brand new and cannot connect to the internet.  I have been on the phone with Dell for about 10 hours, after which they told me the modem is fine and could not help.  I have uninstalled it, made sure it is plugged all the way in, turned off firewalls, plus more.  I have also tried to use a different internet service (3 different ones).  I have also plugged in the old computer that barely runs and it connects fine.
 
Any help would be appreciated.  Thanks.

You say it "won't connect to the internet", which isn't much to go on.  Same with the Error - that really doesn't do much for us. 

When you try to connect with the new PC, do you hear the phone line "dial tone"?  Do you hear the remote modem's tones trying to answer?  Does the modems actually connect (go silent when connected)?  Is it that you get modem connection but can't get any further? 

More info is needed to assist you.
