jan2565,
You should "run" the program from it's current location or "open" it.

jan2565,
When you reinstalled Windows 98, did you format the hard disk drive first? If not, and if Windows XP is still on the system in some way, then the chipset installation utility will not function.

jan2565,
Congratulations on your successful reinstallation of Windows 98 on your computer. Your modem driver can be downloaded from this link:
http://search.dell.com/results.aspx?cat=sup&subcat=sup/dyd&c=us&l=en&s=dhs&cs=19&k=thr9xwor.exe
After downloading the file to your desktop, run it and it will extract itself to C:\Dell\Drivers\8644u. It will then open a document with the installation instructions for the driver.

jan2565,
I do not know what may have gone wrong. I would ask you if Device Manager already shows a modem installed in your system. If so, remove it from Device Manager. Restart your computer and when it asks where to find the driver for your modem, specify a location and put in C:\DELL\DRIVERS\8644U and it should find the driver for you.

jan2565,
Try this procedure from the Dell KB:
