Ethernet controller not working on Inspiron 8200

I have an Inspiron 8200 laptop and have been using it at home hooked up to my cable modem.
 
I am visiting a friend who has DSL and was told "just plug it in and it will work".
 
No so. I have downloaded and installed R49651 from Dell site and installed the 3Com file it becomes.
 
No luck.
 
any thoughts?  It worked fine at home

unplug the cable modem power for 10 seconds or so with you 82 hooked in so it can find the new address.

Most dsl connections require something like PPPoE to connect to through the dsl modem.  If your friends dsl service requires that, then you will have to enable PPPoE on your computer and enter the required information necessary to connect to that dsl service.  On the other hand, if you are connecting to the dsl modem through a router, the router should be providing the PPPoE service, you shouldn't have to do anything so long as your TCP/IP properties are configured to Obtain an IP address automatically.
