The first device driver you need to install is the chipset driver for the motherboard. Without the chipset driver there is no way that Windows can detect or install the drivers for the integrated network card. The chipset drivers should be on the Dell Resource CD, but can be downloaded by clicking the Product Support tab at the top of this forum window. If you cannot to post a message here, you can connect to the Dell Support site, download drivers, copy them to a CD or other removable media, and move them to the problem computer.
