Not knowing anything particular about that card you are adding, I don’t have much to offer, but two things you may want to try if you have not already done so:
Try removing any entry in the Device Manager for both devices, shut down and swap the PCI card locations and restart. Occasionally the order that PCI cards are installed will affect their configuration.
Also try removing the devices, clear the NVRAM and then try installing again to see if that makes any difference.
